The revised Spotlight Initiative Results Framework is a major milestone shaped by a year-long, deeply consultative process. The framework strengthens the Initiative's ability to track progress and capture meaningful change across diverse contexts. Its development was informed by UN agencies; diverse civil society organizations, including women's rights organizations and funds; researchers on ending violence against women and girls; government partners; the European Union; the World Bank and others.

The revised results framework simplifies the previous six-outcome model into four outcomes (A–D), with strengthened and refined indicators and a streamlined approach to measurement (detailed in methodological notes developed for each indicator). It features a menu of indicators from which both Spotlight Initiative country and regional programmes can select, including a set of mandatory core indicators. Core indicators allow the Initiative to capture progress across the comprehensive model, balancing global aggregation with contextual flexibility. Innovative "Ways of Working"  metrics are also featured, allowing programmes to capture their efforts to operationalize UN Reform principles in practice.

While designed for Spotlight Initiative programmes, this Initiative-wide Results Framework offers a rigorously developed set of indicators with broader applicability across the sector for those working to end violence against women and girls.
